Enable PFCWD.

| Parameter | Description |

| all | Applies to all interfaces |
| interface_name | Specify the interface, for example: 0/0 |
| d_time | Detection time, range is [100,5000] |
| pfcwd_action | Action after detection of PFC pause storms, optional parameters are drop, forward, alert. |
| r_time | Recovery time, range is [100,60000] |
